    简介：　洪益平，女，1972年9月生，江西德兴人，清华大学水利系水力学及河流动力学专业博士研究生毕业。1993年在南昌大学获得学士学位，1996和2000年在清华大学分别获得硕士和博士学位；2000-2003年在清华大学精密仪器及机械学系，从事博士后研究工作；2003年10月起任中国农业大学水利与土木工程学院副教授。其中2002年5月至2002年11月在香港城市大学制造工程及工程管理学系任研究助理，2009年4月至2010年4月在美国哈佛大学工程与应用科学学院做访问学者。
